Environmental Mission Statement

The mission of the Environmental Division is to effectively manage environmental protection programs at Naval Base Kitsap. Adhering to the Navy policies contained in OPNAVINST 5090.1E "Environmental Readiness Program Manual" the Environmental Division is the lead in environmental compliance, planning, conservation, pollution prevention (P2), and remediation.

The Environmental Division is the focal point, point of contact, technical expert and liaison on all environmental matters throughout the station and neighborhood commands. Major responsibilities include: (1) to plan, program, budget and allocate funds for environmental protection (2) to apply for all Federal, State and local permits and (3) to develop and administer environmental protection programs.


Guiding Principles:

The Environmental Division shall make use of the following guiding principles to accomplish its mission:

  1. Promote environmental awareness & ensure proper training at all levels in the command.
  2. Improve neighborhood communication through management systems and procedures.
  3. Effectively delineate roles & responsibilities.
  4. Ensure environmental factors are fully considered at the outset and in all stages of planning and execution
  5. Continuously monitor performance with Federal, State, and local environmental laws, statutes, regulations as well as DoD and Navy policies.

Goals:

  • Identify purpose and overall environmental objectives, review policies, develop strategic plans and management systems.
  • Implement programs that aggressively identify and address potential problem areas and emphasize a proactive approach to environmental issues where prevention rather than reaction is the foundation of environmental strategy.
  • Develop and implement systems to enable personnel to perform their function consistent with environmental policy and agency mission.
  • Develop measures to address and improve employee performance in meeting environmental objectives.
  • Develop and implement programs to evaluate progress toward meeting environmental goals. Use evaluation results to correct deficiencies and improve environmental performance.

The Naval Base Kitsap Energy Office insures compliance with a variety of regulations mandating aggressive reductions in the use of our vital resources. This page provides information for the acquisition and use of products with energy restrictions.

Applicable Instructions and Regulations:
 

NAVBASEKITSAPINST 4100.1A - Energy and Water Conservation Program:

  • Portable electric heaters require written approval from the Energy Manager.
  • Window air conditioners require written approval from the Energy Manager.
  • Personal refrigerators are not authorized and should not be kept in personal spaces.
     

NAVFACNWINST 4101.1 – Energy Management Program:

  • Electric space heaters require approval by the Public Works Officer and Fire Department.
  • Window AC units and air-to-air heat pumps are prohibited except where they are lowest life cycle cost alternative and Energy Star® or Federal Energy Management Program (FEMP) recommended products.
  • Incandescent and halogen light bulbs prohibited except where no alternative is available.
  • New and replacement office equipment will be Energy Star® listed with energy features activated.
  • Refrigerators must be Energy Star® listed and only authorized in specific spaces.
  • Washers and Dryers will meet or exceed Energy Star® standards.

A number of Executive Orders and Statutes govern the procurement of energy-efficient products. Specifically, federal agencies must purchase Energy Star® qualified or FEMP designated products where such categories have been established.

Overview of NBK restricted energy products:


Portable electric heaters:

Portable electric space heaters are prohibited by local instructions without written approval. They are highly inefficient and often interfere with building HVAC sensing equipment leading to colder temperatures for everyone else. If your situation is such that you absolutely require an electric space heater, you obtain this approval by registering it with the Naval Base Kitsap Energy Office using this form. Also, note that you have to agree to comply with fire department regulations and obtain permission from your Building Fire Warden and the Building Manager.


Window air conditioners:

Window air conditioners require written approval by the Energy Manager. In our region, it is not assumed that air conditioning will be provided even in new projects. While we do have our occasional hot days, the Kitsap area simply does not have the temperature history to justify the cost and energy expenditure of air conditioning. Window air conditioners are also highly inefficient and can interfere with building HVAC sensing equipment leading to warmer temperatures for everyone else. If you believe you face a situation that warrants an exception (examples are medical conditions and mission critical evolutions), these are the steps necessary to apply for an exception:

  1. Describe in detail the need for the exception.
  2. Identify the specific product, insure it is Energy Star® listed and describe why it is the lowest energy requirement for the need.
  3. Obtain permission from the Building Manager.
  4. If located at PSNS & IMF, obtain approval from Code 980.
  5. Forward the above to the Energy Manager.

Refrigerators:

Refrigerators are authorized provided they are:

  • Energy Star® listed or FEMP recommended products,
  • Reasonably sized for the application, and
  • Located in a BQ living space, break room or coffee mess (personal refrigerators are not authorized).
  • Refrigerators that are not Energy Star® listed or FEMP recommended products, and refrigerators with worn or missing seals or poorly fitting doors are to be removed.

Federal restrictions on products that use energy:

Federal agencies are required to procure energy-efficient products. You do not require approval from the NBK Energy Manager to make an acquisition, but you must comply with federal regulations. You will find a handy listing of all products with federal efficiency requirements by clicking here.

In general, you are restricted to purchasing Energy Star products if your product category is listed there. If not, you have to meet FEMP performance specifications if your product category is listed there. If your product is not covered by either Energy Star or FEMP, you just need to check to see if there is a Low Standby Power requirement for your product. If you've checked these three requirements and none apply, there are no energy constraints on the acquisition of that product.

Here are some examples:

Refrigerators are a product category rated by Energy Star, so the refrigerator you purchase has to have the Energy Star rating.

Electric hot water heaters are not rated by Energy Star, but they do have FEMP performance requirements you have to meet.

* Microwave ovens are not rated by Energy Star and they do not have FEMP performance requirements, but they do have a Low Standby Power requirement that you must comply with.
