REF (d) U.S. Code, Title 49, Department of Transportation Federal Motor Vehicle Safety Standard (DOT FMVSS
Gas-powered pocket bikes (49cc engine or smaller), electric mini motorcycles,
Segways, unicycles, and other vehicles that do not meet reference (d), will not be operated on NBK. Electric or gas-powered kick scooters, ‘one-wheel’ scooters, and similar equipment may be operated onboard NBK - Bremerton under the following requirements:
(a) Designated routes for scooter use will be from Naval Avenue Gate, along Dewey
Avenue, Decatur Avenue, and Farragut Avenue to the Controlled Industrial Area (CIA) through Farragut gate. They may also travel from Charleston Gate along Farragut Avenue to the Farragut gate.
(b) Scooters will be used on roadways along with vehicle traffic and will not be used
on sidewalks.
Scooter operators will obey all basic rules of the road and installation laws pertaining to this instruction to include:
1. Riding with the flow of traffic, in single file.
2. Following posted speed limits.
3. Following posted traffic signs or the directions of a Traffic Control
Officer or Security Official.
4. Complying with traffic lights and other traffic control mechanisms.
5. Ensuring proper Personal Protective Equipment (PPE) (brightly colored, fluorescent or other reflective garments, and bicycle helmets approved by the Consumer Product Safety Commission or Snell Memorial Foundation) is worn at all times. If the outer reflective garment is covered by a backpack or similar object, the object must have brightly colored material for visibility during daylight and reflective material for nighttime use.
(4) Operators and passengers must wear a protective helmet, eye protection, foot protection, and protective clothing as required per reference (b).
