Lieutenant Commander Patrice Hernandez
Commanding Officer, Transient Personnel Unit - Puget Sound


Lt. Cmdr. Patrice Hernandez is a native of Manhattan, KS. After four years of honorable enlisted service in the United States Air Force, she transitioned to the civilian sector and worked as a Network Systems Administrator and Operations Control Manager for the Navy Region Northwest Emergency Operations Center. After earning her Bachelor of Science in Nursing in 2013 from the Sentara College of Health Sciences, she accepted a direct accession commission in the United States Navy Nurse Corps in December 2015.
 
Completing Officer Development School in February 2016, Hernandez reported to Naval Medical Center Portsmouth where she was assigned to the Emergency Department for six months as a staff nurse prior to deploying with Expeditionary Medical Unit 10 Golf to Al Qayyarah, Iraq, where she established the casualty receiving division for the role 2 facility in support of Operation Inherent Resolve. Upon returning from deployment, she was selected as the Emergency Department Division Officer. During her tenure, she earned her certifications as a Certified Emergency Nurse (CEN), and a Trauma Certified Registered Nurse (TCRN).
 
In May of 2019, Hernandez was selected for duty as Deputy, Commander’s Action Group for RADM Hughes, Commander Navy Personnel Command. She laterally transferred to the Human Resources community in April 2021. She earned her Project Management Professional (PMP) and Professional in Human Resources (PHR) certifications during this assignment. Lieutenant Commander Hernandez continued to serve as Deputy Commander’s Action Group for RADM Holsey until January 2022. She was then selected to serve as Flag Aide to RDML Satterwhite, Commander MyNavy Career Center, from January 2022 to April 2023. Hernandez was then selected to stand up the MyNavy Career Center enterprise training department and served as Training Officer from April 2023 to May 2024. She then studied at the Command and General Staff College at Fort Leavenworth Kansas.
 
In July 2025, Hernandez assumed the role of Commanding Officer of Transient Personnel Unit - Puget Sound.
 
Her personal awards include the Navy and Marine Corps Commendation Medal (seven awards), Navy and Marine Corps Achievement Medal, Air Force Achievement Medal (two awards), and various unit and campaign awards.

Lieutenant Jacob D. Pardue 
Executive Officer, Transient Personnel Unit - Puget Sound 


A native of Durant Oklahoma, Lt. Jacob D. Pardue  is a graduate of the United States Naval Academy where he earned a Bachelor of Science degree in Quantitative Economics.

Operationally, Lt. Pardue served as a Surface Warfare Officer onboard the USS Wayne E. Meyer and USS Michael Murphy homeported in Pearl Harbor Hawaii. He deployed with the USS Michael Murphy to U.S. 5th Fleet in support of Operation Prosperity Guardian and Operation Poseidon Archer, supporting freedom of navigation in the Red Sea.
 
In August 2024, Lt. Pardue was selected for Lateral Transfer to the Human Resources Community. He currently serves as the Executive Officer of Transient Personnel Unit Puget Sound.
 
His military awards include the Navy and Marine Corps Achievement Medal (two awards), Sea Service Deployment Ribbon, and Combat Action Ribbon.

Command Master Chief Ilan J. Saulnier 
Command Master Chief, Transient Personnel Unit - Puget Sound


Command Master Chief Ilan J. Saulnier is a native to Reno, raised in the mountains surrounding Lake Tahoe. He enlisted in the United States Navy in June of 2007 and reported to Recruit Training Command in Great Lakes, Illinois that same month. He successfully completed ET “A” school in June of 2008. In February of 2024, he was selected to serve as Command Master Chief of Transient Personnel Unit, Puget Sound.

His Sea duty assignments include:  USS Cape St. George (CG-71) and USS Spruance (DDG-111) in San Diego, CA.

His subsequent shore duties include Center for Surface Combat Systems detachment Pearl Harbor, Center for Naval Aviation Technical Training detachment Atsugi, Japan, and Surface Combat Systems Training Command Headquarters, Dahlgren, Virginia. 

Command Master Chief  Saulnier graduated from the Senior Enlisted Academy, Class 259 (Khaki) in February 2023. He holds an Associates in Science with emphasis on Electronic Engineering Technology from Thomas Edison State University and is in pursuit of his Bachelors.

Command Master Chief Saulnier is qualified to wear the Enlisted Surface Warfare Specialist (ESWS) insignia.  His personal awards include the Navy Commendation Medal (four awards), Navy Achievement Award (six awards), Good Conduct Medal (five awards), and various other Unit and campaign awards.
